The place of forestry in the Wairoa District Scheme.

Abstract: An account of a land-use planning scheme for one county in the Hawke's Bay region of New Zealand, drawn up in 1977 to meet new government legislation. Forestry is given only a secondary role in the plan, being prohibited on fertile river flats and subject to approval in the hill country except for woodlots of up to 4 ha for farm use only. Preference was given to pastoral farming. The objections (some from forestry interests) are outlined and the decisions of the appointed tribunal (which improved the status of forestry) are discussed. A further comment by the author entitled 'Lessons from the Wairoa appeal: land-use planning and forestry' is appended on pp. 70-74.
