Abstract: This paper proposes that, in situations where the regional development impact represents an important part of the total benefits of a project, some effort must be made to manage the project so as to increase the impact on regional employment and incomes. This will probably require some amendment of centralised purchasing policies, support for local servicing industries and acceptance of seasonal employment.
