Abstract: Political commentators often reference the similarity between the processes of government and scripts of Yes Minister. For those of us in the forest sector, the better analogy is the dystopian descriptions in George Orwell's novel 1984. George Orwell had the clocks chime 13. Much of New Zealand's environmental policy seems predicated on a belief that time and tide are as politically malleable as the chimes of a clock.
