Abstract: In its policy options paper proposing a possible ban on exotic species from the permanent forest category of the New Zealand Emissions Trading Scheme (NZETS), the Government stated a concern that exotic afforestation would cause an oversupply of carbon credits in the domestic carbon market. In turn, this would cause a drop in the carbon price and consequently erode the power of the carbon price signal to drive down emissions across the economy. This paper examines this issue through the lens of climate forestry, where the imperative is to: 1. Meet or over-comply with our Paris Agreement obligations; and 2. Build climate-resilient landscapes.
